William Byron Rumford

Mural dedicated to William Byron Rumford, first African American elected to any public office in northern California. He passed important fair housing legislation and equal rights legislation, as you can read here. And a statue has also been erected in the middle of the road. It often has the effect of looking like a pedestrian is about to jump into the road.
